History:
Having been vacant for over 10 years, Washington St. Partners recognized
the site of the former Hardwood House, a derelict manufacturing
structure in Rochester, New York, as an untapped resource for the
surrounding neighborhood's growth.
Challenge:
WSP needed to explore the possibilities of developing the site as
housing, retail, manufacturing and/or office space. Also, the previous
160,000 sq. ft. structure would require substantial demolition and
reconstruction before being ready for use. Consideration also had
to be given to the area’s economic feasibility.
Solution:
WSP
discovered that the site's substantial surrounding population (almost
22,000 within a one-mile radius); the nearby national retailers;
and the adjacent traffic light where approximately 20,000 cars pass
each day, proved the property worthy of development.
WSP
made use of Empire Zone benefits, including tax credits and refunds,
in planning and funding the demolition of the current structure
and adaptive reuse of the site for a neighborhood retail service
center. The project was completed in less than a year. And, even
before the buildings had been completed, the property was leased
to 95% capacity.
Tenants
now include Save-A-Lot grocery store, Auto Zone, Dunkin' Donuts
and Family Dollar. In a show of community support, the site's success
was honored by the City of Rochester in November 2003.
